2008 ENERGY STAR Homes Program FAQ's

Q. Why does TNMP find it necessary to limit participation to Oncor's and CenterPoint's contracted builders and raters?

A. TNMP's program is very small relative to other Energy Star programs in Texas (Oncor's, CenterPoint's or Entergy's). TNMP could not independently develop and produce the builder and rater training aspects of the program or provide a significant promotional effort with its small budget. By "piggy-backing" Oncor's and CenterPoint's program, TNMP can both use and supplement Oncor's and CenterPoint's programs so that our combined efforts have a greater effect in TNMP's territory.

Q. Are there other programmatic reasons that TNMP automatically extends eligibility to Oncor's and CenterPoint's contracted builders and raters?

A. TNMP's Energy Star program is designed to help transform the market for energy efficient homes by providing training, promotion and homebuilder incentives. TNMP maximizes its effect on the market by targeting builders who can contribute to a significant increase in energy efficient construction. In keeping with our effort to cost-efficiently implement the program, TNMP relies on Oncor's and CenterPoint's builder solicitation, selection and training process to ensure that participating builders can make a significant contribution.

Q. Will TNMP provide incentives directly to homebuilders or individuals building one or two Energy Star homes per year?

A. It is unlikely that an individual acting as his or her own homebuilder, or a relatively small homebuilder, could participate in TNMP's program and receive incentives. In order to participate, the builder would need to complete Oncor's or CenterPoint's application and be accepted using their acceptance criteria. Key factors in accepting builders are market potential, prior performance with energy efficiency programs, willingness to financially participate in advertising and promotion and the degree of market reach expected by such promotion. Successful applicants must have a signed Memorandum of Understanding with the EPA and must have an arrangement with a certified rater for 3rd party verification of program compliance.

Q. How do I apply as a participant in Oncor's or CenterPoint's program so that I can "piggy-back" homes in TNMP's area?

A. Builders accepted into Oncor's and CenterPoint's program will automatically be eligible to participate in TNMP's program.
